The Public Stores Law promulgated by Law No. 154 of 2019 permitted the waiver of a public store license, and this is what was explained in detail in the executive regulations of the law. The executive regulations stipulate that the concerned parties must submit the application to the competent center on the form prepared for each of the following cases, accompanied by the stated documents: Consider each case separately, as follows:
Assignment of shop license:
A scanned copy of the national ID card of both the licensee and the assignee, the assignment contract certified by the signatures of both parties at one of the notarization offices. Once the application is accepted, the concerned party pays the prescribed assignment fee, the categories of which are determined by a decision of the committee.
It is worth noting that the law aims to facilitate and simplify the purpose of including the largest sector of unlicensed shops, and the draft law activates the text of Article 176 of the Constitution regarding the application of decentralization, by stipulating the establishment of a center in each local unit, responsible for implementing general and private requirements, and the law includes many incentives for all citizens. Through simplification and facilitation, it works to codify the current conditions, by granting the opening of a period and grace period to codify the conditions of unlicensed shops. It is also considered a shift to include the informal economy. This law makes the closing and opening dates for shops linked based on special requirements that address activity, area, and region.
